Me neither. I think it can be easily disabled by overriding the "ImportCoreStack" MarkupWriterListener contribution to the MarkupRender service to a dummy implementation. Another option would be to override the contribution named InternalConstants.CORE_STACK_NAME to the JavaScriptStackSource service to some custom JavaScriptStack of your choice (probably the original one minus the CSS, in this case). The first solution is probably the easier. I have tested none of them.
