Actually, it isn't. 1803 is about *valid* characters being rejected in query parameters, while your problem is *invalid* characters being rejected in URLs.

I hacked the encoder for now to accept spaces and that seems to work but I'll try and get the content provider to remove them!

That's the solution I'd use too.
