This is a Prototype function, documented here:
http://www.prototypejs.org/api/event/observe. If Prototype wasn't added
automatically by some Tapestry component, you can easily add it by
annotating your page class or component with
@IncludeJavaScriptLibrary("${tapestry.scriptaculous}/prototype.js").
