It's not something everyone needs. It was created for a particular client, but open sourced. Further, this way it works with 5.0.18 or 5.1.0.5 and we don't have to wait for 5.2.
Just drop it in the classpath and it works. I think there's a lot of stuff in core that could actually be split out, though I have no intention of doing so.
