This is something that we have been struggling with; there are multiple conflicting requirements here. The driver for this was that slow loading pages would allow JS links to be clicked before client-side event handlers had been wired up, often resulting in incorrect behavior on the server side (when a link intended for an Ajax action and partial render was instead interpreted as a traditional request and full page render).
