Yes. For parameters of type Block you will usually use the <t:parameter> construct.
Alternately, you can use block: prefix to reference a block by id. By allowing for simple literal strings, and taking into account the fact that a String can be coerced to a Renderable and then to a Block, this means that you can specify a string as the addRow parameter. It's more useful for things like Grid's empty parameter.
