I know Andreas has done some work for NetBeans but I doubt you'll see
many of the developers writing IDE plugins for an IDE unless they use
it or
someone is paying them for it.

In terms of total cost (ie time, paying people to write plugins,
etc..) - if you absolutely must have IDE support - it sounds like
using a different IDE that already has what you want may be the most
economical choice....but of course then you are selling a new IDE &&
development framework.  (not that idea is hard to learn after using
eclipse,  in fact it was much easier to learn how to use it
effectively for me than when I started using eclipse,   but maybe
that's because I was going from emacs -> eclipse)
