That's unfortunate. In T4 you could map multiple templates to a single class or have no class at all. It was quite nice and I'm unaware of any projects that suffered as a result.
To me, being a Web application framework, the class should complement the page, providing the server side logic as necessary. If not necessary, you shouldn't need to have empty artifacts kicking around.
