You can definitely use T5 without maven, although it can be a pain to download all those dependencies, which is a major feature maven would do for you.
If you can get all the JAR files that are required, just make sure they are in your classpath, which would probably be set in your IDE. Of course Tapestry works fine with Tomcat! BTW-Using Tomcat really has nothing to do with whether or not you use Maven. Many people on the list like Jetty 6, so you may want to try that too.
