As a temporary workaround, you can patch method "renderPageResponse"
org.apache.tapestry.internal.services.PageResponseRendererImpl

PrintWriter pw = response.getPrintWriter("text/html; charset=UTF-8");
instead of 
PrintWriter pw = response.getPrintWriter("text/html");

It worked for me.
