You don't need to restart Tomcat every time. See the book by Kent Tong (http://www.agileskills2.org/), chapter 1, for explanations. With WTP changes in Java code should cause application reload by default, so you only need to disable pages cahing. You can do this in Tomcat's launch configuration, Arguments tab.
