What's going on is that Tapestry is in a snapshot stage, where we don't have official releases published to the central Maven repository, but do have -SNAPSHOT releases (a concept within Maven) published to a public repository at Apache. So if you don't want to build it all yourself, you need to point your local Maven at it. The idea with SNAPSHOT releases is that your local copy of Maven will no rely on the "fake" version number, SNAPSHOT, but will keep checking the snapshot repository for the latest version of the jar.
