Unless something has changed recently, the limit is 10MB, not 10KB. Try it for yourself. I'm a little surprised the override in hivemodule.xml isn't working for you. We have had that line in for some time and haven't had any trouble with it. I just uploaded a 25MB image to make sure.
We are also on 4.0.2 so the version shouldn't be a problem. What is the problem you are experiencing when you have the line in hivemodule.xml?
