hardware issues recently, and we appear to be having some problems with
score generation - lots of previously higher-scoring rules are now not

It's something that needs to be fixed. The scoring should be generally in
line with what it was before the server was rebuilt, because the scoring
logic hasn't changed (that I am aware of).
