Probably not.

Are you building on Windows?

I can't speak from specific experience (no Windows here) but those are only documented outside of the code as being relevant to Windows builds. See the spamc/README.win file. With that said... I see no sign of those variables being checked anywhere so I don't know if they actually work, but my knowledge of building Windows software is limited to the fact that it involves Windows and code.
