spamassassin local.cf, if it worth shareing it it could be added to
default spamassassin rules (exim 4.76) ?

local.cf and disable rules which don't work on a environment for whatever reason is the purpose "local.cf" exists

there are exactly 3 other rules with a dependency which *anyways* can't fire when RDNS_NONE don't fire for *whatever* reason
