Out of my own experience with them...
... we once moved our MX to another colocation
provider and therefor the IPv4 changed as well.

Things went worse then because they've started blocking
us completely (claiming that the new IPv4 address wasn't
known as MX for years...?!) - not only greylisting.

However - we've got it sorted with them quite fast
after I've notified them via

  del...@messaging.microsoft.com

about this issue.

Not quite sure who to ask so I'm hoping to get lucky here.

I'm in the front end filtering business and a send a lot of email to
various domains at mail.protection.outlook.com .

The problem is that it seems as if I'm being gray listed or throttled or
something like that. Ends up that a lot of email is delayed 1/2 hour and
people are not happy.

I'm hoping to get lucky and someone here knows the secret trick to
delivering to mail.protection.outlook.com

Thanks in advance.
