I just spotted a bug in that rule

but I don't think that's happening here. 

BODY_URI_ONLY can't tell the difference between just a URI and a URI in
a single paragraph. It seems that all that text is counted as one
paragraph - probably because of the misuse of text/html.

What I don't get is where the URI is.
