I just spotted a bug in that rule https://bz.apache.org/SpamAssassin/show_bug.cgi?id=7219 but I don't think that's happening here. BODY_URI_ONLY can't tell the difference between just a URI and a URI in a single paragraph. It seems that all that text is counted as one paragraph - probably because of the misuse of text/html.
