 Rules whose names begin with two underscores do not contribute to the
 score. You'd need something like:

 meta   SCORED_RULE    __UNSCORED_RULE_1 && __UNSCORED_RULE_2
 score  SCORED_RULE    2.00

Or simply remove the underscores from the start of the name if you want them to act (and be scored) as normal rules.

Bear in mind, though, that if you meta some scored rules together into another scored rule, the matching text can add to the message's score more than once.
