it is *not* a bug. It's not SA's task to split a msg to multiple rcpts.
Your glue (hack) or MTA (best) should do this.
It IS a bug since the software is not acting according to how it's
documented or expected. That is the definition of a software bug.
SA only has the message headers to work with; *something else* has to put
the complete envelope recipient list into the headers for SA to be able
to see the BCC recipients.
If the glue is putting BCC recipients into a header that SA is documented
as checking for whitelisting, then it's *not SAs fault* that whitelisting
a BCC recipient affects an exposed recipient.
