IMHO they are reasonably safe with (low) limit on maximum penalty/score they generate e.g. <0.3. Implementing "group limit would be much better. [Limit on total score generated by all rules in the group] IMHO They are useful but they *MAY* cause harm => it may be worthwhile to think how to keep risk under control before disabling them _forever_.
