Upstream, officially, maybe.
WorksForMe though, and I find (at least on the cluster at work) that it
makes a convenient way to tilt the balance against a certain sender
right away without the full impact of a blacklist_* rule, and without a
custom rule of some other type that would need an SA reload to go live.
In general use, it's more useful for score reductions to:
1) Allowing regular senders to occasionally send something spammy to one
of our customers, or
2) Allow one of our customers to occasionally send something spammy out
(we filter outbound mail at a threshold of 8)
than for increasing the scores on general spam.
