The serving FPs is tangential.  It has the action
of forcing behavior in SA that a year earlier would have been the 
sensible thing to do. 

The "ok for most users" is acceptable for us to make a rule enabled by 
default.  I'm sure there are other cases such as SpamHaus, I believe.

However, it was the modification to their implementation that returned 
responses that caused rules to misfire that caused the change on our end.
