This way, it would be easy to see what's translated for a given language (and,
add the translations / contribute them back).
Not presently, no, but that strikes me as a useful tool and fairly easy to
implement. It's also be a good way to check what rules are locally
disabled.
You might want to submit a feature request so that it can be
tracked formally.
