3.3.x is the first version that supports rule conditionals, so it is possible that 3.4.x rule updates updates could refer to plugins that do not exist in 3.3.x, and those sections are safely ignored by 3.3.x.
It seems the intent is to release 3.4 late this year. I heard that the only compat change from 3.3.x to 3.4.x is in the spamc/spamd protocol, so it should theoretically be an easy upgrade. It remains to be seen exactly what is decided for 3.3.x rule updates after 3.3.x is released.
