That's an interesting study, and cutting off funds might well kill off that portion of spam that's trying to sell you something. I hope governments take heed and take action. But it won't have any effect on phishing attacks, Nigerian scams, etc. that don't rely on credit-card processing. I can see killing off a significant portion of spam by blocking payment processing, but there will still be a heck of a lot left. Also, many spam-senders will simply take advantage of naive and ignorant spammers who find out too late that their payment-processing is blocked... there's an endless supply of suckers for the hard-core criminals to con.
