I think I see a new one about perhaps once a month. The Exchange server
will build up a queue of emails and NDRs, which is only released when
the server is restarted. I'm pretty certain this is the applicable
hotfix:

Unfortunately a lot of people don't have automatic updates running on
their exchange servers.
