I don't know exactly where Solaris puts the local rules.  Generally,
they will be in either /etc/spamassassin or /etc/mail/spamassassin. 
Find the local.cf file and put your rules in there.

You should be able to find it with this command:

spamassassin -D config --lint 2>&1 | grep "site rules"
