What about The IETF is where it's coming from (the ASRG mailing list, to be more precise). I just pointed to the discussion here on the SA list because SA will most likely be a prime "user" of whatever new protocols / designs being RFCed. As far as I could follow the discussion, I have the feeling that there is 1) some common understanding of the issues (sheer size of the IP space, which makes it hard to manage data in regular operations, and even more so when confronted with intentional or unintentional abusive behavior), and 2) some common understanding of the solution space (from "make everything new" via "pimp up the protocol" to "do not change anything and hope for the best", with most arguments centering around the middle ground).
