Thank you, that solved it. I downloaded the rules tarball and now it's working fine.

These rules have been removed in March 2008 from trunk, because they where costly but under-performing. This change eventually became part of SA 3.3, but it's still in the 3.2 branch. You are running SA 3.3.x with the stock rule-set from 3.2.x! Did you forget to either run sa-update after upgrading to 3.3, or to install the 3.3 rules tarball along the SA tarball? The rules have been split out, and you need to install *both*.
