I've seen them (or similar headers) in messages that passed through one or another third-party spam filter services (eg Postini, Messagelabs). If you can correlate the values with some indication of spamminess you might be able to get a slight boost in your SA effectiveness due to the different rules/processes those large organizations use.

I've seen them in a few spams. I assume they're metadata generated by a bulk mailing program.

That may be true as well. Keep watch and see what values or ranges of values appear in what kind of spam - whatever the source, unless it's just semirandom spamware garbage designed to give filter administrators a headache it's programmatically related to the content in *some* manner.
