This likely is pretty much dependent on your mail processing chain, and
how exactly you integrate SA. However, it might be possible.
For example a non-scoring sub-rule based on headers like Delivered-To,
meta'ed with your real per-domain rules immediately comes to mind.
And of course, even without allow_user_rules, you can define site-wide
rules with a zero score, and enable them on an even finer grained
per-user level by assigning a non-zero score in user_prefs.
