I'm new to this list, and may be missing something obvious, but this looks
like a great candidate for a firewall "DROP" rule.

Is there any reason you don't just drop the packets instead of wasting time
deciding if they're spam?

In fact, you can get fail2ban to do this automatically for IPs that create a
significant number of spammy messages.

I'm starting to think we should just block all PRC, NorthKorea and the continent of Africa at least for some services...
