What tool is doing the quarantining? (SpamAssassin cannot do this directly) Do you have an X-Spam-Status for one of the messages that got quarantined? Did USER_IN_WHITELIST fire? Do you use spamd in your setup? Did you restart it after modifying local.cf? (spamd only lreads local.cf when it is first started for speed and efficiency reasons)
