No, but a message may skip SA if SA is overloaded due to running on a slow machine. You need to take into account your email volume.

The most important thing to look at is whether you are hitting swap. When you start hitting swap performance goes _way_ down, per-message scan times go up, and the likelihood of the delivery system timing out when attempting to pass a message to SA for scanning increases, leading to unscanned emails.
