Be very careful with that rule-- it would hit on all Russian-language email,
which considering your geographic location might be unwise.
Very true - sorry, I didn't notice the OP's location and I have no
particular cause to accept emails in foreign languages.
However, to answer the question, and custom rules such as this can be
placed in /etc/mail/spamassassin/local.cf and then restart spamassassin
for them to take effect (it's always a good idea to lint your rules
first with spamassassin --lint).
