400 msgs/hr for a 2GHz processor shouldn't really even show up as
noticible load.

You haven't really said what in particular is taking long or how long
that long is, but for comparison I've got a ~1GHz Athlon in my net
enabled mass-check cluster that this week processed 7.8 kmsgs/hr.  A
random one of my 2.4 Ghz Duo Core Pentium D machines processed 17.9
kmsgs/hr this week.  These numbers are low too because my Internet
connection is saturated... non net-enabled these machines process 19.9
kmsgs/hr and 91.1 kmsgs/hr respectively.

Of course mass-check is a best case throughput, but you should be able
to obtain at least half that without any real effort.
