You would open a bug on the Bugzilla, and attach a patch; we then apply
that patch, and it's updated in the next release of SpamAssassin.

possibly.  I don't know though... they don't change particularly
frequently, I would guess.

yep.  I'd reckon it'll make good meta rule fodder, esp for the 419 scams
(as you noted).  (&& ADVANCE_FEE_*) will be good, I hope...
