Body rules are designed to expect normal text as input.  If you try to
run them on the headers, they will probably not work as expected.

You can always write a custom rule if you see something in the headers
that you would like to match on.  You can ask on the list if you are not
sure how to create the rules.  Just don't be surprised if the answer is
"don't do that".  There are quite a few things that look like good ideas
on the surface, but don't work well in practice.
