Yes, as Matt says, get rid of both of them. blacklist-uri.cf is actually the one
replaced by ws.surbl.org:

-rw-r--r-- 1 root root 6.1M Oct 24 21:20 blacklist-uri.cf

but blacklist.cf is also so ridiculously large that it's also probably what's
causing your SA to be extremely slow.  Both of these kinds of rules have been
replaced by RBLs long ago.  They should no longer be used and are largely
(pun?) impractical as rulesets.
