The number of domains publishing SPF records have nothing to do with how useful it is. The number of servers checking and respecting these SPF records is what matters.

The beauty of SPF is of course that it is a _sender_ policy. The owner of the sending domain declares how they want you to treat messages claiming to originate from their domain. I don't see why you should ever feel the need to question or disregard that declaration.
