Well, you could put the language based on the email's character set into the url as a query string.

But, it's still a very unfriendly practice. Email is email, and should not require a browser of any kind. So, you are back to sending a challenge email, which is broken for all the other reasons already stated by many here. Stick a fork in it, it's done.
