ls -al
lrwxrwxrwx 1 root root 15 2007-04-09 20:24 spamassassin -> ../spamassassin
So which one it's correct? or it's a link?

/etc/mail/spamassassin is just an link to /etc/spamassassin
try ls -al and you see: lwrxrwxrwx instead of drwxrwxrwx
it only exist one in real.
perfectly normal.
