Not all ISPs provide e-mail servers, especially outside of the US.
And fixed reverse IP information is common for T1 level service too.

Not at all. Because the answer is still "not my problem".
* There are commercial mail services out there, that act independently
of being ISPs.
* There are hosting companies that will provide you with a virtual host
that you could just use as an outbound mail relay.
Pick a solution. Use it. Keep your mangy end-customer-DNS-name off of
my lawn.
