I am running SpamAssassin 3.1.4 on a windows mail server, the local.cf
file is in /perl/site/etc/mail/spamassassin

This is what it looks like:

As you can see I have added about 6 mailservers as "trusted" and
disabled rbl checking or so I thought.  messages from those mail
servers (the trusted ones) are still getting bounced for being on a
black list.  Since spamassassin is running as an exe and is envoked
everytime mail is delivered it is loading the new config, I have
confirmed that by changing the required_score and I see that change
immediatly.  For some reason Ican't whitelist or disable rbl checking.
Am I forgetting something or doing some thing wrong?
