Consider a post-acceptance filter like Amavisd-new.  Maybe not simple, 
definitely not a milter, but does what it says on the tin.

If you want to reject on mail being scored past 15, you have no choice but to 
use a milter.  If you want to accept, score and bin based on score, you need 
a post-acceptance filter than does something with the score.  Amavisd-new, in 
that latter role, will call SA for you, determine the score, and forward or 
bin appropriately.

Personally, I love the fact that SA tries to do one thing, and one thing only 
- determine if mail is spam or non-spam.  I actually keep all of my spam - it 
comes in handy for my dayjob.
