Usually they hit ANY_BOUNCE_MESSAGE based on the empty envelope sender, so
I'm not sure what's wrong.
do you have welcomelist_bounce_relays set?
The original message came from outlook.com mailservers as it only has
outlook.com in included headers, so I guess you need outlook.com mailservers
in welcomelist_bounce_relays
