You seem to have dns_available set to 'no' No, that's only for the shown "--lint" case. Iiuc 3.1.6+ disables network tests during lint as they don't need to be run to confirm a working config. For the case where I run an actual message through SpamAssassin, network tests are fine. And "dns_available" isn't set anywhere in my configuration. For SA that leave it at the default, I believe == yes.
