They have a long history of not working reliably. Long ago SA had a
RCVD_IN_UBL rule, but it was disabled many years ago because it was
barely worth using even when it worked.

Yes, their nameservers are currently not responding. The rsync server
for the rsync links on their website are not working. The direct links
to text and XML files on their website do not work.
Their main website no longer makes any mention of the UBL.
