That's a very different issue, and not a reason to have spamhaus off by
default.

The thread is about commercial users that are large enough to reach the
spamhaus limits with recursive lookups, but lack expertise in spam
filtering and SpamAssassin configuration.

Having 100% commented configuration files is only a solution if the
intent is to drive such organizations out of providing email altogether.
